Adjudicating experiment
There is currently no experiment capable of adjudicating the original ontological proposition. If it is reformulated as “conscious content does not depend on corresponding brain activity,” approximately 150 adults undergoing clinical anesthesia could be studied using EEG, stimuli delivered at different stages, recognition testing after recovery, and immediate responses to commands under appropriate conditions, comparing brain dynamics with reportable content. Each participant would be assessed perioperatively and at a 24-hour follow-up, in a multicenter project lasting approximately 18 months. Each model’s predictions about what information is retained in which brain states must be specified in advance. Unresponsiveness cannot be equated with unconsciousness, and postoperative recollections cannot be assigned directly to the period of deepest anesthesia.

Specificity of Seth's formulation
The claim clearly asserts ontological priority but does not explain how consciousness generates biological forms or what predictions distinguish it from brain production, brain realization, and brain filtering models.
Note
The thesis of ontological priority has not been directly falsified; an additional assertion that brain activity has no causal effect on consciousness would conflict with neuroscientific evidence. These two versions must not be conflated.
