Adjudicating experiment
First distinguish between 'creating perceptual experience' and 'altering independent physical events.' The former can use an expectation-cue perception-judgment experiment with about 240 people, measuring stimulus discrimination, bias, and metacognition. The latter requires pre-registered studies in at least three laboratories, totaling about 600 participants, with isolated equipment generating and automatically recording physical random events, comparing pre-specified statistics between randomly assigned intention and control periods, implementing blinded analysis, equipment calibration, and independent replication, over 18–24 months. Specify the minimal detectable effect in advance; without intervention rules or a lower bound for effects, null results cannot adjudicate an infinitely broad creation claim.

Specificity of Seth's formulation
If material reality refers only to the experiential world, it is compatible with cognitive construction but not distinctive; if it refers to independent external events, the claim is stronger but lacks distinguishing predictions regarding time, objects, and effect scope.
Note
The literal creation claim does not fit the explanatory framework used by mainstream science, but the current formulation is insufficient to constitute a directly falsifiable quantitative proposition, so we do not automatically label 'lack of support' as contradicted.
