Adjudicating experiment
First, distinguish between obtaining distant information and actual transportation. The former can be tested with approximately 100 skilled practitioners and 100 controls, each performing 100 trials of remote dynamic target identification. Targets are automatically randomized, time-locked, fully isolated, and answers are objectively scored, and compared with a pure imagination condition, over a 12-month period. Actual transportation would also require a pre-defined, independently measurable event indicating arrival at the destination; otherwise there is no adjudicating metric. Until a ground-based task is independently replicated, there is no justification for directly conducting a space-scale experiment.

What it would overturn
Only by demonstrating that usable information can be transmitted without known signal channels would this challenge the assumption that remote information acquisition requires physical communication channels, and it still does not amount to overturning the laws of matter transportation.

Specificity of Seth's formulation
It proposes an alternative direction for space travel but does not define arrival, navigation, speed, carryable information, or failure conditions; it offers no clear, new distinguishable predictions beyond general out-of-body experiences and remote viewing claims.
Note
The authenticity of out-of-body experiences refers to the fact that people genuinely have such experiences, and does not automatically imply that consciousness leaves the body; even if remote viewing were established, it would still need to be separately demonstrated that it can replace space travel.
